East New York will be the first of 15 neighborhoods that will be rezoned, according to Mayor de Blasio’s affordable housing plan. But, the rezoning is not without its critics. Residents from East New York marched to Councilman Rafael Espinal’s office, demanding he fight the proposal. Michelle Powers was there and filed this report.
